To maximise the use of the fixed link, it will be necessary to upgrade the road and railway networks in both Denmark and Germany.
The two countries have agreed that each will be responsible for constructing and financing their own landworks.
This means that the coast-to-coast link and the landworks will be executed as separate projects.
Denmark, however, has reserved the right to finance the Danish landworks with revenue from the coast-to-coast link.
